The Climate Risk Premium: How Uncertainty Affects the Social Cost of Carbon∗
نویسنده
چکیده
I analyze the marginal value of reducing greenhouse gas emissions (the “social cost of carbon”) under uncertainty about warming, under uncertainty about how much warming reduces consumption, and under stochastic shocks to consumption growth. I theoretically demonstrate that each of these sources of uncertainty increases the social cost of carbon under conventional preferences. In a calibrated numerical implementation, uncertainty increases the social cost of carbon by 60%. Uncertainty about the consumption impacts of warming contributes the most to this premium, interacts strongly with uncertainty about warming, and makes the social cost of carbon sensitive to impacts in later centuries.

Risk Premia and the Social Cost of Carbon: A Review
Reducing greenhouse gas emissions not only lowers expected damages from climate change but also reduces the risk of catastrophic impacts. However, estimates of the social cost of carbon, which measures the marginal value of carbon dioxide abatement, often do not capture this risk reduction benefit. Risk-averse individuals are willing to pay a risk premium, an additional amount beyond the differ...
متن کاملA pr 2 01 5 The Social Cost of Carbon with Economic and Climate Risks ∗
There is great uncertainty about future climate conditions and the appropriate policies for managing interactions between the climate and the economy. We develop a multidimensional computational model to examine how uncertainties and risks in the economic and climate systems affect the social cost of carbon (SCC)—that is, the present value of the marginal damage to economic output caused by car...
متن کاملThe Social Cost of Carbon in Iran: Concepts and Results from the DICE-2016R Model and Alternative Approaches
The purpose of this paper is to study The social cost of carbon (SCC) is an important concept for understanding and implementing climate change policies, In Iran using economic data of the time period (1390-1395). This term represents the economic cost caused by an additional ton of carbon dioxide emissions or its equivalent. In this study three approaches to investigate and compare the result...
متن کاملThe Influence of the Specification of Climate Change Damages on the Social Cost of Carbon
Drawing upon climate change damage functions previously proposed in the literature that we have calibrated to a common level of damages at 2.5 C, we examine the effect upon the social cost of carbon (SCC) of varying the specification of damages in a DICE-like integrated assessment model. In the absence of risk aversion, all of the SCC estimates but one agree within a factor of two. The effect o...
متن کاملThe Treatment of Risk and Uncertainty in the US Social Cost of Carbon for Regulatory Impact Analysis
This note considers the treatment of risk and uncertainty in the recently established ‘social cost of carbon’ (SCC) for analysis of federal regulations in the United States. It argues that the analysis of the US Interagency Working Group on Social Cost of Carbon did not go far enough into the tail of low-probability, high-impact scenarios, and, via its approach to discounting, it mis-estimated ...
